INTRODUCTION:
In
the last 45 days, news floods & earthquakes have trapped the
cover of newspapers all across the world from disasters that
have caused billions of dollars in damage and a death toll
reaching 20,000 people. California
is not immune to these events.
Since 989, 16 federally declared and hundreds of state
