December 28, 1999 - Settlement reached: Construction-defect lawyer Thomas Miller last week finalized settlement in which the Seagate homeowners association will recover $9.4 million from the builder and subcontractors. The association alleged roof and deck leaks in the 400-unit complex were caused by architectural deficiencies and building-code violations.
