The law offices of Thomas E. Miller, founded 25 years ago, are located in Newport Beach, Thousand Oaks and San Francisco.  Their practice initially focused on serving HOAs located in the San Diego area, but now included clients in Orange County, Los Angeles, northern California, Nevada and Arizona.  The offices have 25 professionals, including a strong staff support group who keep the firm functioning at top level, and who make possible a responsiveness that is unusual in today's typical office environment.

There was a natural evolution of Tom Miller's practice that uniquely establishes his expertise.  Tom began his legal career representing builders and their insurance companies from 1973 to 1980.  He recognized and cautioned his colleagues that a pattern of problems was occurring and saw no particular solutions being offered.  In 1981, the California Supreme Court recognized home defects as a defective product and implemented “strict liability.”  It was then that Tom Miller saw the need for association representation.  He was poised for the transition with an invaluable base of knowledge and an advantageous perspective.

Due to the very specialized nature of their practice, the Miller firm conducts a detailed analysis of each potential case before agreeing to represent any association.  Just this past year, the firm has worked with 20 community association.  One recent client, Windsong Community Association in Aliso Viejo recovered $5.5 million in 1999.  Shadow Ridge at Oak Park Community Association recovered $8.4 million this year, with no response whatsoever from the builder for an offer to negotiate prior to litigation.  Miller and his associates pride themselves in achieving many timely successes.

Legislative Focus: Through CAOC (Consumer Attorneys of California) Miller has focused on protecting his association clients.  As a 1999 board of director of this prestigious organization, Miller has fought hard to bring consumer protection in front of key legislators, including Attorney General Bill Lockyer.
