He recognized and cautioned his colleagues that a pattern of problems was occurring and saw no particular solutions being offered. In 1981, the California Supreme Court recognized home defects as a defective product and implemented “strict liability.” It was then that Tom Miller saw the need for association representation. He was poised for the transition with an invaluable base of knowledge and an advantageous perspective.
