The law offices of Thomas E. Miller, founded 25 years ago, are located
in Newport Beach, Thousand Oaks and San Francisco. Their practice initially focused on serving HOAs located in
the San Diego area, but now included clients in Orange County, Los
Angeles, northern California, Nevada and Arizona.

There was a natural evolution of Tom Miller's practice that uniquely
establishes his expertise. Tom
began his legal career representing builders and their insurance
companies from 1973 to 1980. He
recognized and cautioned his colleagues that a pattern of problems
was occurring and saw no particular solutions being offered.
In 1981, the California Supreme Court recognized home defects
as a defective product and implemented “strict liability.”
It was then that Tom Miller saw the need for association
representation. He was
poised for the transition with an invaluable base of knowledge and

Through CAOC (Consumer Attorneys of California) Miller has focused on
protecting his association clients.
As a 1999 board of director of this prestigious organization,

legislators, including Attorney General Bill Lockyer.
